The runtime is composed of various programs and libraries. Those file are distribution dependant. Linuxconf simply copies the environment for anonymous ftp. This provides the exact minimal runtime to operate an isolated virtual host.
So the runtime is simply some part of the /var/ftp (on most distribution) into the virtual host directory.
